Not a very likely method. Naturals vary in both "wetness" and "carrier conductance/resistance". An ohmmeter measurement of the intact stone would be mostly a resistance measurement of the carrier material, instead of the abrasive. i.e. try it on a Norton 8k before and after soaking... On any wetstone (or oilstone) they'd need to even consider ambient air humidity, among other things.
Would be interesting to see their method and parameters clearly stated.
EDIT: maybe something was lost in translation and they simply meant that the abrasive grains were measured "electronically", in an average sample.
