It does look like it might have been made recently,,, it don't look like the old ones that the guys show here.
IMHO, it's never been a functional piece. I have no idea what, exactly, it is, but it is not a functional razor.
Looks to me like a guy playing at forging ........ put a crook in the blade. Note the chip or whatever it is ...... indentation ...... on the edge across from the crook in the spine :thinking:
