I would guess cleaned up corrosion from celluloid rot.
+1 highly polished cell Rot
a somewhat unscrupulous seller? I say "somewhat" because under the "USED" description he does leave a note: “SUPER NICE INLAY - BLADE HAD RUST & HAS BEEN BUFFED OUT - WHY YOU SEE THE MARKS ON BLADE”

A lot of hand sanding may bring that blade back but it's hard to tell with the polishing having rounded the pits out. Bid for the brass.
You can chrome a dog turd but it's still a dog turd :<0)
I did not bother reading the description, since I have no interest in the razor, but if he put that in the description, then I don't consider him to be unscrupulous at all. That is, as long as he is unaware of celluloid rot.
All things considered, he did an excellent job rescuing the blade.
It's still on a straight road to doom :<0)
YIKES!
Would have been a great razor ....cell rot strikes again!
