My guess is that it's a corn razor ie: for removing foot corns...OR...It could be the ultimate chin/jawline razor, shaped for those tricky contours. :p
I have something similar but with a more traditional blade shape. My mother in law used it to sharpen pencils when she was at school, and was given to her by her father, or grandfather, I can't remember which.
I've never gotten a decent edge on it, but I must admit I haven't tried real hard either. Your post reminds me that I must get around to looking at it again.... Here's the thread with some photos. JMS mentions corns as well.

It's probably for corns and such, but the shape makes me think of the instruments that the ancient Romans used to scrape the dirt off their skins after a good steam bath!

Greeks too, it's called a strigil. But those could have been copper or bronze.
This looks like an old surgical instrument called a bistoury, or of similar but folding shape. I've seen similar in medical museums.
