Seems obvious this was a deliberate bait and switch. I wouldn't even bother with the seller unless ebay says otherwise. File a claim with ebay and or paypal right away.

I received an email from the seller yesterday and today and I have good news. He has agreed to refund my money. He has been very cordial and receptive to my claim. I had offered to pay for the shipping of item to sweeten the deal. Both of us are happy with the outcome.
Excellent news if only more eBay problems were solved some quickly and painlessly
Seller asked me to send the razor back to him first. I agreed. I'll have that out to him as soon as possible. He said he would refund me upon receipt of the razor. Cross your fingers!
What about shipping cost
He's agreed to give me $5.00 more on top of the refund. I will pay for the trip back. No worries, I want him to be happy too. I don't think he was trying to be deceitful, just inexperience with the item. I'll give him the benefit of the doubt. We all deserve that.
Did the missing chip came with the razor?
No. As I stated in my earlier post, I checked and double checked the package. There was no missing piece inside the package. The seller did a fantastic job of packaging appropriately, and considering the way it was packed, it would have been difficult for the razor to get that damage while in transit. I wouldn't otherwise make a big deal out of this. The seller has been a gentleman throughout our communications. He is deserving of his eBay rating.
I always play fair and have integrity when dealing with people. Treat others like you want to be treated and it usually works out fine. Kind of like the Law of Attraction theory.
