i would think this bottom razor was a repair job to a chipped or cracked blade but i thought id ask in case it isnt and maybe learn something about it !!

That's a goatee razor. Wade & Butcher held a patent on them. They designed them that way so that you could get a good, well defined shape on the off-hand side of the goatee...
You are right on the money, busted up blade that someone is trying to pass off on someone else. It was more than likely had chunks and cracks in the blade and that was the only portion of blade that wasn't busted up...not much. Chipped tips aren't too bad, within reason of course. You can shape the blade to where they really aren't too noticeable.
You gotta be kidding me. Why even waste your time trying to "fix" that.
