Back in the 20s and before the best razors cost a couple bucks each. Most barbers bought their razors through supply houses who specialized in supplying professionals and where they could outfit the entire shop with the basic items. Bresnick who sold the Duble Duck razors was one such outfit. Most barbers bought the most basic models which didn't mean cheaply made. It meant great blades and basic scales. Back in those days razors came truly shave ready and imperfections in any product were not received kindly by the buyer. Folks worked very hard for their pay and would never tolerate what we accept in this day as standard fare.
