Looks like a type of hot water dispenser.
It is definitely a liquid dispenser. Most likely a hot water or how beverage dispenser. It could also be a water dispenser, from before running water was main stream. What is inside? Is there a spot for a heat source under it?
This is a rather odd first post for this forum.

Welcome to SRP ........ as to the question, I haven't got a clue. I voted #1 because Ed is outnumbered and I want to contribute to bringing the symmetry back, but in order to accomplish that I uh, need help ....... :)
I think that it is a Samovar to heat the water for your shave.
And then you could make your tea later in the day......
There is an Motel in Anchorage Alaska called the Samovar inn, they have Huge samovars and used them daily in the early days of settlement.
