Hello mate,
Said piece will clean up beautifully! ERN is a decent quality maker & once it's honed it should shave well. Hard to see in the photo, but as long as there are no cracks in the blade you shouldn't have a problem. Paying to have all that done could become expensive though. If you're practical, you could read up here & get it nice & shiny yourself. I recommend you send it off for honing though as it's a skill that takes time to develop.
Simichrome/ maas/ flitz polish and a cloth that will get lots of the gunk off the blade and it you do not need bright and shiny, and all the rust is gone, then you could send it out for honing. I like the ERN razors... have nearly a dozen of them.

Those are nice scales too, maybe with a good buffing they'll shine! I wouldn't say that razor is in poor condition at all, just needs a little love. But it looks like a great razor to me. :tu
I just honed another one like this, very nice razors. As the other said once the rust is gone it's good to go to the hones. Unless you want it mirror polished in which case it'll take some more work to get rid of all metal above the bottom of the pits.
