Netlevi, I just have a few things I want to say here, When I took my first shave only a few months ago I was using a brand new DOVO purchased and honed by Lynn. Not knowing of Lynn's reputation back then I thought this razor is dull, I had high expectations of getting a baby smooth shave my first time out. I had stubble and I thought this kind of shaving sucks.What I found out later is that this kind of shaving removes a little hair at a time, it requires more than one pass sometimes to get the closeness. Your face prep and lather is very very important, streching the skin like chee16 mentioned is also another thing you should try.
So for me the problem was on my end and not my equipment.

Should arm hairs pull on the blade before they are cut?

They should pop I don't know how else to describe it.....It should take just a touch of the edge to the hair and PING !!!!

My shave teacher taught me this technique. Take a piece of paper and attempt to cut the paper, a well honed razor should be able to cut the paper without a problem.
