No you can not take it in you carry-on
yes you can take it in your checked baggage. Make sure you you pack it well so it doesn't break:( Also if you have scales made of ivory or other banned material make sure you have paperwork and/or it meets the laws of the area your visiting.
Do a search for traveling kit in this forum to find some neat ideas on how to pack a travel shaving kit.

Don't take good razors when you travel. Things have a habit of turning up missing in checked baggage at times. When I say good I mean expensive.
I think that is great advice, however, I'm a newbe and nothing I have is valuable. I wish I had some really good razors but only a few old (Unsharp) E-Bay specials and a couple I pickup up at the local Flea Maket.
When I fly I pack them in checked baggage and I take the crappy looking one with the great edge!

Yeah and as far as safety razors go you can have the razor itself in a carry-on but not the blades - those go to the checked luggage.
I was thinking about putting together a DE shaving travelling kit (i travel for work a lot and usually only have a carry-on) and looked it all up. Was a no go for me, unfortunately :-(
