I'm not sure I know where is your bevel. Here's what I'm used to seeing

I think you're right, I've got to set the bevel better.
It's already been mentioned that the bevel hasn't been set properly. The indicator for that is the black line at the very edge of the blade. Another indicator is the hone marks don't extend to the edge either. I've been told to hone until the bevel is of uniform color. +1 on JMS's request for you to tell us the steps you took, and the hones you used to get the blade to the point it is in the picture. Then the experts can step in and give you more help. And the rest of us budding honers will get the chance to benefit as well from their explanations. :)
I've been using these stones, starting with the purple, moving onto the white top of the combined stone and then on to the pure white one.

This is the razor, it was brand new so not that sharp at all. I've getting a bunch of different razors and just practicing with the different stones.

Two things I would do first. Make sure you lap your stones totally flat and then tape the spine on the razor so you don't wear it out. What are the grits on the stones you are using?

One thing that comes to my mind is something on the Shapton USA website where they say that carrying coarser grit on the fingers, razor, or on the stones themselves from the coarser to the finer stones can leave random scratches. I am careful not to do that .... somewhat anal about it in fact.
To be honest I don't worry that much about scratches. I go through the pyramid/progression until the razor is sharp. Once I get to where I think I need to be I shave. If it is good it is good and if not I go back to the hones. For me it ain't a beauty contest. :) YMMV
