I guess I missed some water in between the scales, even with a layer of oil I was greeted this morning by a blackish goo and a nasty water-spot. I'm thinking chromium oxide and a q-tip. Anyone got any suggestions?

I like metal polish such as Semichrome, Flitz or Wenol. Be carful that chrom ox doesn't stain your scales. The stuff is also used as a pigment. I've also seen it mentioned that guys use dental floss to get into the pivot area.
+1 on the metal polish. A soft cloth and metal polish should take that right off. Maas is another brand to look for. My local Ace Hardware has both Maas and Flitz in the cleaning supply section.
Semichrome is fabulous. A very small amount goes a long way.
