Can you over whip shaving cream or soap?
I don't think so. Whip it till it's somewhere between cappucino foam and whipped cream, then lather away.
Theoretically yes you could. When you wip up a lather you are taking the soap and building air into it. Too much air and the lather will break down or become dry. It would depend on the particular soap. You could reach that stage faster with some than others. As a practical matter though you probably don't have to worry unless your a whipping fool. Most would stop when it reached a certain point.
A couple of weeks ago I used a regular blender and in immersion blender to whip lather.
The quality was not much different than brush made lather; I used the immersion blender for probably five minutes on it to see if it would make a difference. It didn't seem to.
I think your wrist would fall off by the time you overwhipped lather with a brush.
As Nelson says, too much air in the lather will mean it dries out pretty fast so you only want to whip it until it has a rich, thick consistency and forms those little tufty peaks.
