There are a few members in the LA area. Some pics would also help others to see what kind of restoration your needing.
Keep an eye out in the "Gatherings" section in the General Shaving forum, some get togethers happen now and again :)
Here are a few photos of the razor in need of restoration.

Looks like cell rot to me, keep that razor away from any others preferably open and in the open air
If im right you need to get rid of those scales as they eat themself and steel aswell
Sorry i do not recall the method to positively identyfy this but someone will come along soon
To re-work one of my favorite quotes from JoeD:
"Your nearest razor expert is as only as far away as your mailbox."
Beyond that, you should be very careful with that razor you posted photos of... that is beyond any doubt celluloid rot!
ross cutlery is supposed to be good.
try larry's shaver shop in santa monica... on lincoln and wilshire
Cool, Thanks guys
As far as the Celluloid rot, is there nothing that can be done to save the scales, or is it basically game over? I like the scales on that razor and would love to keep them.
I could be mistaken, but that razor doesn't look old enough to have celluloid scales. Moreover, the sheen on scales look more like a polystyrene plastic.
The spots on the blade are most likely plain ol' rust. It might take a little work to grind back past the rust on the edge to get to clear metal, but it looks very do-able.
Cheers,
Jeff
