Anyone knows if it can be found and where?
good razor, under $20?
If it's ever gonna happen it'll be in the SRP classifieds
You could probably find what is classified as a good razor for $20 or below, but it will require alot of work to become a good looking shave ready razor, so that means more money either way, best is to buy one that someone has already put the work into for $40-50, wont be the prettiest razor, but will shave fine.

The problem is that I don't have 40-50 bucks, but I found a Double Arrow on ebay and most reviews say that they are quite good and don't need a lot of work

It depends what you mean about 'good razor'. Do you mean shave ready or something that you would hone by yourself. Classifieds might be the only place where you could find a shave ready razor with a price like that (although i haven't ever seen) but if you just want something to make yourself a razor that shaves then flea markets, estate auctions or even eBay (very rare nowadays) might be the places to look. Besides eBay, you might want to look some other non-English internet auctions. Vintage straight razors, even big brands, are usually very cheap, but of course they are not shave ready.
Yeah but with the double arrow, you will still spend $20 dollars to get it professionally honed, or more for a stone to hone it yourself, so either way its gonna end up being $32, when you can pay and extra 10 - 15 dollars, and get a razor far superior, just my 2 cents.

what should i get (brand) let's say below 40$
If you buy off the classifieds, anything vintage that is in cosmetic condition that you are happy with should be fine. Anything vintage will be a quality blade.
