depend on the model, most are fixed blades.
The only framebacks I know for a fact had changeable blades are the Swiss Jacques Le Coultre ones. I'm sure there are more, but I've not seen them posted, that I can recall.
I would not recommend learning to shave with a frame back. They seem to be less forgiving that full hollow blades. It is my experience that they are very stiff blades. Now, having said that, I've only been doing the str8 thing for about a year.
Thier Issard made a replaceable blade frameback as did 2 or 3 other French razor makers. They don't come up too often though.
