It does matter! If you can prove that you know the sender, personally, you don't have to pay anything. And it is of course a good idea to send the invoice at a different time!! :)
Having lived in Iceland for two and a half years, I know how much Scandanavian goverments love their hard stolen tax revenues. If you think a gift from an American friend would more easily pass, let me know.
