A chubby 2 should do it, they're nice and stiff...but I find a nice boar really shines when it comes to "scraping" up and loading off of a hard puck. They're relatively inexpensive, pick one up and see!
What brand for a nice boar brush?
If you can't make a Simpsons Chubby2 load hard soaps I have a suspicion going to a different brush may not help much. The Chubby2 should just eat hard soaps for breakfast. What soap/soaps are you using and how are you trying to load the brush?

All depends on the loft, simpson chubby twos are wimps with hard soaps.
Preparation of the soap itself is important, I sometimes will load up my shaving mug with very hot water, then put my brush a Kingsley pure badger down into the mug with the hot water and soap and let everything heat up, losen up, and soften up for a minute or two. Then everything should be ready to go for lather making. Try that and see what you get, letus know what how you go about making your lather and with what brand of soap.
You know, you can take the hardest bar soap in the world and just use water and very lightly rub your fingers over it and load up your hand very easily. I think any brush no matter how soft it may be can get you great lather. If you can't build lather the brush isn't the issue you need to use some more water and adjust your brusk loading technique.
This brush to suite the soap thing is just another old barbers tale like needing a certain razor to suite a certain kind of beard.
