I've been thinking of picking up another brush, something that is very scritchy/prickly. Sometimes I want to use a brush that really scrubs and feels satisfyingly scratchy. I also would like to be able to make a great lather in a bowl or mug with it, as opposed to a brush that works better for face lathering. Now, I'm on a budget for this and I'm no brush aficionado, that's for sure, so any recommendations are much appreciated...

In all seriousness I would reach out to one of our custom brush makers & discuss the issue. You can discuss the type of knot, how the knot gets set,, either bulb or fan. You can have the knot set at a loft desired. They may even have handles waiting to set knots at different price ranges.
The boar brush that VDH makes. It's cheap, it's scratchy, and strangely it's actually a pretty good brush once you get it broken in.
If you're looking for scritch, then I would recommend the VP Leonhardy 95600 boar/badger, available from the Superior Shave. Really the cenobite's hair-shirt favorite.

You might take a look at some of the Semogue boar brushes. I use the #830 on the cheap hard to lather soaps like Williams.
An inexpensive Omega 10066 boar brush might also fit the bill. Once they are well broken in they are great to use. Then there is horse hair brushes that have a ton of prickly to me at least.

Horsehair makes a very versatile brush. They can be used for face lathering, but also will lather hard soaps in a bowl.
It is my understanding that horsehair brushes are made with a combination of mane and tail hair with the typical proportions being 35% mane/65% tail, 50%/50% and 65% mane/35% tail. I believe the mane hair is coarse than the tail hair, so the 65% mane/35% tail hair brushes might be just what you are looking for.

Really any of the pure badger brushes are what you want. Those tend to be stiff and prickly.

The best of the bunch for scritchy is the Shavemac D0-1 two band, but I wouldn't call it cheap. Worth every penny if you want to spend a few bucks more down the road.
One of my first brushes was a no name best badger from Classic Edge, it had scratch and backbone galore. I love that brush but passed it on t o my oldest nephew as he started wet shaving.
Well for starters I followed Brontosaurus' suggestion and ordered a VP Leonhardy 95600 Brush based on the description at TSS which states "...a hearty confluence of scratch and healthy scrubbing." Sounds exactly what I was looking for. Didn't cost much so I figured I would also try RayClem's idea of getting a cheap synthetic and trimming it a little at a time. I went with a very cheap Omega for that. So, budget is still intact and I can try a couple brushes and see.. . . . . But then I couldn't stop myself from ordering a Vie-Long 13061 horse hair, 50% mane/50% tail even though I went a little over the budget in all...but in a good way as I see it.

Good luck with the VP Leonhardy 95600. Every now and then I apply walnut oil to the wooden handle to keep it from drying out.
You want scritch, you need to have a black badger. They can be had at a very low price, and will exfoliate your skin like no other. IMO, there's nothing that is as scritchy as a black badger. It's a very low grade of badger, but if it wasn't categorised as "low end" I feel like more people would use them, and appreciate them. There's nothing wrong with taking a shine to something others deem "low end." Just my little ramble for yuh. :)
My first brush was a black badger from Vulfix, re-branded under Col. Conk, and even after I tried higher end brushes, I came back to the black badger when I wanted that scrubby feeling. I'll always have a black badger in my brush rotation.

Just a little update on the hunt for a really scritchy brush. As Brontosaurus said, the VP Leonhardy 95600 is indeed a hairshirt wearing cenobite's favorite. All is subjective when describing brushes of course but to me it has the mega scritch I was looking for and feels very satisfying especially with a couple days growth. The Vie-Long horsehair 50mane/50tail is a brush I like very much; thick, creates super lather and feels very good for any day when I'm not ready to take a layer of epidermis off with the VP. And so, yet another _AD has officially taken hold...
