Its pretty much any knife that doesn't lock down or with a heavy effort required to open. If it has a thumb stud and can be flipped open for example it would cover this.
Usually when an agency wants to change regulations they have to publish it and have to accept yea's or nays from people. The problem is unless you know about it, it can easily be hidden so no one knows about it until its too late. Probably you need to write to the legal section of the agency and the congressional committee that controls the agency to apply pressure.
For those that have permits to carry concealed weapons better check about knives because usually that means guns. Many states outlaw switchblades period and many only allow it for LEOs.
