It is sometimes referred to as a pin-vise. They can be had cheaply at welding supply's as they are used to maintain the tips of torches. Snap-On makes a Blue-Point one with a plethora of bits, tiny. They hold all of your bits in the handle.
Indispensable.

The one with all the drill bits is actually for cleaning & making the jets bigger in carburetors. The magnet in the end is extremly strong for its size, so your not going to loose your bits when you open.
