Here in the USA Max, Philadelph and gssixgun know a thing or two about making scales. :)
Make them yourself. Its easy to do. Requires very little in the way of tools. I do most of mine with a hand saw,drumel tool,and a pom sander. Hammer for the pins.
I fine it very rewarding experience.
Of coarse anyone can make their own scales. As someone who used to make knives (and still would), I could do my own scales as well. The problem is, that not all of us have the time for whatever reasons life has thrown at us. Some don't have the time or the inclination to make them. Personally I look forward to the day that I can get back into making sharp, shiny...stuff...again.
The original question being posted in the Australian section makes me assume that the OP is looking for someone more local to them. We all know of the fine artisians who we could turn to from other countries. Using local artisians usually reduces the costs.

With the lousy weather in Melbourne forecast for this weekend, I'll probably have a go at making a set. I've got some acrylic sheets that I bought off ebay. I'm going to cheat a little and use a wedge I've salvaged but it should be interesting to see how it goes.

If you don't mind buying from the UK, Mr Neil Miller does superb scale work.
(I know the UK is probably as far away from Oz as you can get ! :) )
I have many of my razors rescaled by Mr Miller, in a variety of materials; his work is first class :)
