USPS loves bullet casters lol try 65 lb of casted bullets, they love that one lol.
I have thought of something similar for some time now and am thinking of converting a Shop Smith or Total Shop saw system. I have seen used ones for as little as $100 in local ads and Craig’s list
Side benefit is you can attach a bandsaw, drill chuck, belt sanders, disc sander, grinder and other ready made attachments. It is on wheels and has a variable speed motor.
Really you would just need to make up your jigging.

As you can see, its finished *EXCEPT* for a couple of ventilation fans.
I used heavy guage wire, installed a on/off switch on the box, and also am using a nice quality disconnect on the wire going from the VFD to the motor so that i can disconnect/ move the grinder if I need to.

I'm getting worried I won't stay within budget :)
I took a trip to Lowes and picked up some hardware (nuts, bolts, etc) to put together the grinder kit.
the cost was about $14.00
I still have to pick up a 1/2-13 tap, but, I think thats the only thing I'm missing to do the Grinder build!!

I'm looking at Sunray for a budget set of wheels (idler, drive wheel, and contact wheels) to get me started. does anyone know what hardness I should order for these 3 types of wheels? They offer them in about 8 different hardnesses, ranging from Tire rubber --> golf ball

I would guess for razors you'd want a slightly softer wheel? Maybe not the softest, but bottom quarter?
Thats a total guess, it just makes sense to me given the fragility of the blades you're working on.
I have some sunray wheels that I use for contact wheels they are 70A durometer hardness (not sure how yo say that). I bought 3 wheels form sunray two run pretty true the third wobbles a little bit, but is still useable. I am happy with them.

Listen to Spazola, he has ground more than a few razors. We also have another member, The Knipper, who has done extensive hollow grinding. If I recall correctly he really like a 90 durometer. Another guy to ask is Mike Blue and of course all the other custom makers we have here. Send them a PM and ask.
