No more dangerous than any other oil lamp/lantern or even a candle. Just use common sense (don't sit the thing on the edge of a counter, etc).
I had never seen anything like this. Is it the forerunner to a Barber's lather machine, or is it something some dandy would own. Is it even a scuttle?
Very cool that someone came up with such a thing. Nice piece to put on the shelf.
This might be useful for shaving if you were on a camping trip out in the woods.
I'll stick with a lather bowl and hot water from the tap if I'm in the house.
Maybe it would make a nice decoration if you have room in the shave den.

I’d say you are spot on with a before power hot lather machine.
I’d use one out camping. I think it’s pretty darn cool.
Over the years many folks came up with all kinds of impractical inventions that worked but had no relevance to that time period.
Hot lather is and always was an effective and enjoyable pursuit.
I reckon a General in the field owned that.
