I would pass. To much wear at the toe. It can be done but there are to many better blades out there.
The toe is the end of the blade(opposite the pivot end), if you look at the edge of the blade towards the toe it sweeps upward towards the spine(the thick part of the blade) the edge is not a uniform width along its length. If you look at the toe end of the spine you will notice that there is excessive honing wear(flatness) as compared to the wear along the rest of the spine. Someone over the years did not care to hone correctly. It can become a good shaver, but for the same money and less work you can have a great shaver!
No it's not in good shape. Could it be restored? Yes. Should you? Only if you have the time and expertise or want to start restoration on a BIG project. I personally would pass.
I'm still new at this but I've seen better. It would take a bunch of work. I personally would pass and find something else.
