TI "69 Medaille Agri Thiers Issard" barber's notch/dreadnought history?

As the header suggests I was wondering if anyone knows the history of the TI 69 Medaille Agri Thiers Issard? The razor is a barber's notch or dreadnought style with no markings on either side of the blade. The only hallmark and writing is on the tang and reads "69 Medaille Agri Thiers Issard". There is no crown. I have seen other TI's with these same markings but were all round point. The spine also has the neat TI design and has striations on the tang for grip close to the scales.

I am intrigued as I have seen one of these that wasn't a round point. It almost looks like a "Spartacus" without the etching.

Any one have any clue?

I have one of those mine also has a gold wash that says "Sheffield best silver steel" and a wolf head and a mufflon(I think)
It was made in the 60's or 70's
