I don't know if that's the La Lune or Special Stone, "pierre" en francais means, "stone", and with the name Solingen, this could be an average razor stone/hone...let's see what more of the HAD members have to say....
The French to English translation is
pierre naturele is natural stone
speciale pour lame de rasoir et razoir a main is special for razor blade and hand razor
cette pierre s'utilise a l'eau is this stone uses water
P.L.M. de Solingen is PLM of Solingen and is the distributor of the stone.
Is it sparkly? I know at least some of the LaLune stones are. Not sure if they all are though.

What are the dimensions?

If the stone was quarried in france it's probably something good.
If it was from solingen(doubtful) who knows what it is.
The "La Lune" or "Special Stone for razors" per original instruction are oil stones, the OP stone is a water stone.
