I would stick with some dish soap & a stiff tooth brush, maybe some Colgate toothpaste, lathered up good, might lift the swarf. If you have a DMT then a light lapping, since that stone appears fairly thick.
I would stay away from petroleum products since it is a man-made water-stone.
I would lap it with some loose grit on a glass plate, that should quickly clean the surface and flatten it at the same time.
Lee Valley in Calgary would have loose grit, glass lapping plates and such, if you need a source.
I agree with Hirlau's suggestion of staying away from any petroleum products with water stones. A stiff brush and running water should take care of any swarf unless it's badly embedded... in which case loose grit lapping would do the trick.

I tried lapping with silicon carbide grit, 90 and 280. I used it on a granite tile.
The lapping grit worked good for my Norton 1K and 4/8K combo stones. It didn't work well on the Imanishi. Maybe the grit is too loose for the Imanishi. Lapping stones aren't any lower in grit so I didn't think they were worth buying for that. I also thought of sandpaper, but I can't find lower grit in wed/dry than 400.
