It looks like a general barber's supply place, like a Sally or something. They probably carry something just to do it, but I wouldn't buy it without any specs. Even if it's just a waste of time, that's what it would be. And cost, even though the cost is small.
What you can do is post on a forum and see if you can get someone else to buy it and waste their time, though! :)

That brand of shaving soap has a pretty dismal reputation. I've never tried to but have seen the soap on the shelves of a Sally. I take it that Scalpmaster is a bottom-end beauty supply brand.

Pretty sure I've seen it at Sally's when I was grabbing my barbicide. It was around 12$ iirc. I would not put a blade to it. It seemed the fine side may have been 600-800. That was the one I saw anyhow.

It's amazing / sad...the things people pass off as straight razors and straight razor accessories.
