Cant help you with the stone, but i will say welcome to SRP.

The stone could be a man made or natural. The end break could tell us more. Photos of the end, side, and top with slurry would help. It does look as though it was a water stone.as it is not oily.
To make a quick assessment of any stone, I have used the fingernail test:
Run the fingernail across the surface as though you were trying to scratch it.
If it feels smooth to the scraping, it may be a candidate for further exploration.

It looks like a silicon carbide dual grit to me. Looking at the break depicted at the top of the first picture, I'm pretty sure I see the delineation between the two grit sections. The conchoidal chip and grain structure where it's chipped seem to bear that out as well.
Today I learned what conchoidal means...
I looked again because i didnt believe i would of missed that..... But i did. You are right. GOOD EYE! Thanks for your comment.
