Victory barber hone questions.

I ran across this hone today and got it mainly for the reason I like to research things and find out about them.

I can't find much at all and google keeps telling me I am looking for Victory homes!:rofl2:

It is a manmade hone on some sort of plastic. I haven't tried it yet but with my pocket knife...
