Look at the edge under magnification, and if it has microchips then you need new bevel.
If the razor doe s not shave well, it does not necessarily mean the bevel needs resetting, just go down the grits until you find out which will bring back the edge to shave arm hair , then go back up the grits.
I normally will re-set or set a bevel with every razor I hone if I have not done the previous honing. Takes all the questions out of consideration. I really consider it a basic part of the honing process and normally does not require that much additional steel removal.

If the edge doen't shave well after stropping, then I use the marker test with 3 to 10 laps on my finest finishing hone. If it fails that test, I reset the bevels.
When I get a new razor, I check the bevel under a good light to check out the way the bevel reflects light. If it looks like the bevel runs all the way to the edge on the whole edge, I test it out on my arm. Then, depending on what happens, I choose where to start.
For me it is like Supreme Court Justice Stewart said about pornography .... I can't define it but I know it when I see it. :roflmao
