So compared to a shapton set, would the ~$70 price increase be worth it for a beginner?
I also noticed on SRD, there isnt a 12k shapton, only a 16k. So i would have to go 1k, 4k, 8k, 16k. The shapton set on tempered glass will be around $270, and the Naniwa set is $207
So what is everyones thoughts?

Naniwa or Shapton - again, it doesn't matter so long as you take the time to learn how to use what you get. If the only difference to you is the price, and if the price is a factor, then you have only one factor to weigh and the scales say Naniwa. If you have other preferences that factor in, you need to weigh those as well. Ultimately, only you can decide. Just rest easy knowing there is no bad decision.
