Do you lap a coticule with the same materials and methods as other stones?

Yes.
A diamond hone/plate will work just fine. You can follow exactly the lapping method described in Hone Lapping 101 in the Wiki.
Yes, you can. I suggest a 1500 grit wet-or-dry sandpaper or even 2000 for the finishing touch. Up to you.
Sorry, but I disagree. There is no need to finish with such a fine lapper. A coticule surface after a 325 grit diamond plate is just fine. A coticule constantly refreshes itself by releasing grit. That means as you use it, it is smoothing itself out, eliminating the need for lapping to a smooth finish.
A DMT 325 is all I use on my cotis. Utopian is correct that the surface becomes constantly refreshed with use, especially if you use a slurry stone.
