If i take two hones that arnt lapped and swirl them together would the level each other out? or do they both need to be done separately on sandpaper?

you need to do them separately.
As mainaman said..seperately..on a flat surface. Otherwise you'd just be wasting your time, elbow grease, and hone. :nono:

Unless you are extraordinarily careful, you will end up with one stone convex, the other concave !
This is the technique that amateur opticians use to grind mirrors - you start with two flat discs of glass, and with the addition of abrasive, you work the two pieces over each other - one ends up concave (the mirror to be), the other convex.
You can use silicon carbide paper on a flat surface to lap and flatten the stones; if you re-use the carbide paper between stones, please lap the finer grit stone first. Use light pressure and plenty of water !
