This is only second hand, but on B&B this vendor has been mentioned several times with no overt positive or negative comments. The stones themselves are quit polarizing. Some love them, many find them a bit lack luster YMMV. Again only second hand as I dont have one, but I did do some research at one time.

I have one of those stones, from that vendor, and as far as it goes for me it does a decent job of refreshing my blades now and then.
Must i lap the stone or it is flat when it comes?
Good stone, good seller, he's a straight shaver and laps the stones satisfactorily. Go for it.
How do they compare with the No. 00 Frictionite?

I just recently bought one from this seller and I'm very happy with it.
BIG HUGE CAVEAT:
So far, I've only touched up one or two edges with it and I'm not very good at honing. However, I'm having a hard time imagining a better value for the money spent here.
I bought one of his chinese hones. It does a good job, but you can get a bigger one from Woodcraft for less than $40. I got one of those also, and it is a good stone.
I have bought two of those from that seller. One 175x50mm and a 8x3". The 8x3" is really fantastic and a great finisher, the smaller one isn't that good. Both needed a lot of lapping before they were flat.
But a good seller for sure, no issues at all.
He is not selling the 8*3 currently AFAIK. I tried buying one, but
the auction was finished. I contacted him a few hours ago, will see
when he responds.

I bought one of those stones, it's a beautiful hone. I would say I lucked out because mine seems in between 12-15k. Puts a very keen edge on my blade. Even if it is a slow cutter it is definitely worth it.
Here is another place that sells the same stone but in bigger dimensions for close to the same price. I'm buying one of these next.

Yesterday I read through all of gssixgun's threads on these and decided to get my phig out last night. I did 4 straights and a Rolls blade and enjoyed the process. Ya they take longer than some but they're great value for money and have the added bonus of using a natural. I get into a zen like state honing in my kitchen with the radio on, the only thing that was missing was a cold pint!
What I don't get is why no one tries to buy this stone directly from a seller in China. The 8x3" pieces of their best quality with box cost 3-5$ there. And the shipping another 10-20$. The sellers outside China charge 50$ for the same stone plus shipping if you live far from them. The C12k hone is one of my favorites, very fine.
Yes, it sounds good, but this 8x3x1.5" stone in China costs less than 4$. 木井方 天然水磨石 浆石 精磨油石 修脚刀细磨石 磨刀石 大号-淘宝网 (you can't but directly from this site, only inside China). And if you know someone there who is willing to cooperate with you, you can buy it for less than 20$ the piece, and the more pieces you order, the more the shipping price drops. I'm not saying anything against the shops that sell them, it might be custom duties etc., but when someone like me wants to buy more than one pieces, it's a good choice.
