Well, there is no Norton 10k (that I know of). IMO, when you get to the range of finishers, it's more about what is best for that razor and what your personal preference is than anything else. I really think you have to try to know.
Sharp can come before finishing stage.

There is a certain progression of hones, which give you an opportunity to hone your razor. When you made a honing you need only to maintain your razor, for this purpose strop is good. You can fresh up your razor with it and next honing you may need after one year only (just example). Barber is professional, he has dozens of clients per day. A lot of shaving work every day. His razor becomes dull very quickly. That is why during working day he use strop + barber's hone just to fresh up his instrument (razor) between clients. He simply does not have time for serious honing with stone.
