Can this be a Charnley Forest? If so is it a low grade considering little or no red inclusions?

Low grade CFs are not determined by the amount of red they exhibit, but if they have pinny inclusions. Such inclusions are coarser than the rest of the rock and can scratch or damage the edge rather than polish it. There are two kinds of CF: a red swirled/striped type that you are familiar with, and a less common drab green type devoid of the red colouring. It is written in various pieces of old literature that the latter type is actually the superior type.
Regardless, this does not appear to be a CF despite it having been advertised as one. It is more likely a Welsh stone with similar properties to a CF, known as a Greican or Lyn Idwall. I base this on the flint like feature in the top right corner in the third and fourth pictures which is frequently seen in the aforementioned stones.
