3*1.5 is a pretty small stone to learn on. As mentioned I'd hold it at eye level to watch that I am keeping the blade flat.
Maybe try shaving after 8k once or twice before finishing. This will help gauge the effect of your finisher.

When you say you have the Norton set, what does this mean exactly? If you have an 8k, that should be fine as an end for starters. If not, end on 4k and play around on a decently-sized coticule, if that's your inclination. The Kosher coticule may be intended for knives, making it more aggressive rather than smooth. A 12k synth might be too sharp, requiring a hard natural stone to calm it down afterwards.
