What hones do you have?
If you're going to fix pitting at the edge, I'm going to strongly recommend obtaining a 1K hone - or maybe even something more coarse than that. You're going to need to hone passed the pitting, whether it be by bread knifing and grinding that section out or by simply honing until the pitting is gone. And it can be a real PITA no matter which way you go about it.
400 would take out that area of concern but you will need a good progression of hones to work up to your 12k. Most important thing is resetting the bevel on something like a 1k. Without a good bevel it will never be a shaver. I'm still fairly new to honing. I picked up a norton 220/1k and 4k/8k combos from SRD and they work great. I'm sure someone will correct me if I'm wrong but a 4/8 combo maybe all you need. I think I remember reading about some guys setting bevels in the 4k side it would just take a little longer. Might be good for hogging out steel, I've got a few carborundum hardware store knife hones I use for exactly that purpose. But I would still recommend a good 1K stone to follow up with and help bridge the gap between your rough 400 stone and the C12K. I imagine it would be possible to work 400 grit hone striated out with a thick slurry, but I also imagine it would take a lot of time. I've done 2 stone with a 1K and a C12K, that isnt too terrible. I haven't tried from anything more coarse than that.
There a lot of hones in Japan.
Prices will range from $50.00 on up. Try ebay I'm not sure about shipping charges. Perhaps a place that sell knives will be able to find a distributor for you. We take for granted our easy access to equipment. Good luck.
