After bevel creation and before a finishing hone/pasted strop.
Many use it as a slow substitute for the Norton 8K. It's hard to overhone with it, and it's apparently good for microchipping-prone razors.
Pretty close to a belgian blue as a honing medium.
When used with a slurry I would give it a grit rating of about 6000.
