If you think that this might be the problem, try a chair or stool that puts you in a higher position above the work surface.

It is very handy to use a loupe to check the edge and bevel under a bright light source. Another thing you could try is blackening the bevel with a felt ink pen. Then do a few laps to see if you are reaching right to the very edge. Any remaining ink marks show you what you are missing.
I check visually with a loupe and also see if it will easily cut my arm hair all along the edge for indicators the bevel is set. Somehow you are misinterpreting your test for bevel set as being set when it really isn't.
