I have a Norton 4000/8000 that has been soaking for over a year without problems. Well.. OK... Maybe some user problems, but that's a different post.

Depending on how you use them, soaking is most likely fine.
I have one that's been water for over a year, and has held up fine.
However keep in mind that I use them daily/almost daily, and I change the water twice a week.
If you don't use them that often, don't leave it soaking, as it will get slimy.
Soaking a coticule for 20 minutes is not necessary.
They are not porous. putting some water on it when you start using it is all they need.
i soak mine in the sink covered with water the cement they use should be waterproof
Howard from TPE (a great gentleman) has recommended against holding it in the bucket 24/7. The bond does deteriorate, and he mentioned that Norton is not overly helpful on this issue even with him (and he is a Norton distributor)
Decide for yourself if you want to risk this
Cheers
Ivo
ps - and there's no point in soaking the Coticule, as mentioned. Not so sure about the Kita, never had one but thought it doesn't need to be soaked either
