If I got a shave ready razor, are touch ups as difficult as getting it shave ready, only in less strokes or is it easier? Do the same problems occur or not?

Touch ups should be easier. The bevel will still be intact so very little metal needs to be removed to restore the edge. Also, you can (and probably should) sneak up on it. As you notice your razor is no longer quite up to snuff, just give it a couple strokes on the hone, strop it, and see if it has been improved on your next shave. If not, do a few more strokes on another day. Repeat until you're happy with it. Over time you will get a better sense of what is minimally needed to keep it sharp.
Also many will use a pasted strop for touch ups which makes it very easy.
