I am not sure if it is wise to go with a cheap one because without a proper bevel, you will not get very far. I use a $27 8x3'' King 800/4000 combo which works just fine.
I already have a norton 4k/8k so I'm not looking for a combination stone. thanks for the tip though :)
Ummm.....Wet/dry sandpaper. Doesn't get any cheaper. works well too.
You don't want the stone you linked to the non-continuous surface chips blades.
I've tried the sandpaper before but I'm getting tired of buying new stocks all the time. It gets pretty expensive after a while.
A stone would be nice.

still way cheap for me to get from leevalley. The Canadian dollar isn't doing all that great right now so buying here in Canada is a plus too.

I've got the 8"x3" with the solid metal plate in 1200. It's very fast, leaving a horrendous scratch pattern. That aside, i still like it due to the speed. The size of that is likely to be it's limiting factor. It's gonna take a serious amount of passes compared to the larger one. Personally i'd either find an alternative, or wait & get the bigger one.
The DMT W4E will work. I often use the "machinist" version WME (see my current avatar). I am assuming your first link is the same as this one, discounted.
It takes a few more strokes than the D6E or D8E because it's a little smaller. I haven't, yet, hung any points up in the polka-dot pattern.
