It's just a polisher. They make smaller units for table tops for a couple hundred bucks. We used to use them in the geology lab to polish rocks. You put a mat inside the "dish" and water and some alumina or cerium oxide and let it run for a day or two and your item is polished like a mirror.
Well yea you can use any grit you want but the type of action it produces works best with higher grits. Of course with the size of that thing and the motor it has it might well be good for gross work. The table ones though are really fine polishers.
Once it gets going the item in the tray just slides around the tray. You could do the same thing by hand if you had the time and the endurance-har har.
