I've done a quick search on this, and found that Glen mentions that this is possible, but not ideal due to excessive scoring and over removal of metal.
Would something like 1500 or 2000 paper be better, even if it took longer?
Or is this a pointless exercise and I should just bite the bullet and get a 1k stone?
I have plate glass / thick plexi / granite reference block / etc available to me.
Just looking for opinions and ideas

I would just bite the bullet. There are so many cheap options at the 1k level.
It is not pointless, and yes it is possible, many people do it this way...
What I said is that it is not the most desirable method because of the deeper cutting power of the grit in the paper.. you have to understand you will get some deep scoring in the bevel, does that even effect the feel of the shave ???? only you will know that...
But I have to agree with Ben the 1k level is the least expensive level of the progression and the most important (IMHO) so why compromise there????
I know that Lynn has said he has seen razors damaged by inexperienced people honing them on sand paper. I do know one experienced honer who uses it to speed up the process. He says that there is a much higher concentration of grit per square inch in the paper than in a waterstone. While it might speed up the process the risk for an inexperienced honer is ruining the razor. Honing can be a relaxing pastime. I've seen it compared to Zen meditation. Personally I have stayed away from the sandpaper approach, I ain't in a hurry. :)
Though possible with sandpaper, I would just bite the bullet and get a 1K stone. As Glen said, they are the cheapest stone in your progression and definitely the most important.

Sandpaper just does not have the consistency in flatness that a rock has. If you were using lapping film that would be a different story. The bevel is the foundation of everything that you are going to do to your razor and even a minor flaw will be magnified as you go up your progression.
