Water and build up a slurry with a rubbing stone, otherwise it will cut so slowly that it will take forever even for a finishing/touchup hone.
The slurry(rubbing) stone will work rapidly. If you do not have one then try to use another stone to work up the slurry. If you do not have that then just work up a slurry with the razor. My main point is that when you are finished honing do not rinse off the hone. Just let the slurry dry on the hone. Then you will have a head start on the next honing session.
Also, the coticule is not a porous stone so you can use a light oil if you wish. Water just allows more contact between the blade and the hone.
