Do you put on after shave on a wet face, or dry face?
I pat dry first. I try not to rub too hard just pat down and apply while the pores are still open.
Some time I will re-apply after I dress just for the scent.
pat dry as well, add some Witch Hazel and then shaving balm while face still a bit wet.
I second the pat dry. Then I splash on some Pinaud.
Looks like dry wins (I do too)... :tu
I pat dry too - unless I've really butchered my face. Then I leave the water on to reduce the painage.

Dry when I use it... not very often, but that's what I do
I splash cold water on my face several times, pat dry, then apply AS liberally.
Normally dry.
Only reason why wet if you want to lighten the sting of the A/S.
I always dry my face first.
I would say that it depends on what kind of AS and what effect you are looking for. I use balms for the most part. If I am in a hurry and I want my face to soak it in quickly, then I will leave some water on my face to thin it out a little bit. I usually use oil free balms, so they mix well with water.
For a regular shave, though, I will pat dry and then apply some witch hazel. When that's done air drying, I will slather on a coat of balm or moisturizer.
I don't use aftershave, unless you count witch hazel as aftershave.
Here is how I do it:
Splash with cold water
Pat dry
AS Lotion/Skin Food/that kind of thing
Drink coffee get dressed while that dries
Splash with pinaud/booster/etc before walking out the door for a scent.
warm water to get the soap off
pat dry
marvel at my stunning looks in the mirror
apply AS
wink at myself
Pat dry, Witch Hazel, then aftershave works for me.
lightly dry then apply clubman like it was coming out of a fire hose
